  • Local Government Procurement

Local Government Procurement has the opportunity finally to come of age. It is near to the top of the government's efficiency agenda. The funding cuts will mean that overall, local government will have about 15% less to spend in 2014/15 than it had in 2010/11. More difficult is that the reductions are uneven, so the challenges for some local authorities will be that much greater. Local government procurement amounts to some £50bn a year, nearly 40% of local government expenditure. Local government will need big efficiencies and much increased value from this expenditure.

A first class array of speakers will explain to delegates the expectations for local government procurement, the implications of the global market place in which it operates and the significant ways in which local government procurement is likely to change and be re-structured.

  • Public Sector Procurement

Public sector procurement remains massive. Even after the cuts in IT spending, roads, advertising and recruitment, it is still above £200bn a year; managing this coherently has become a key policy.

The pace of change in public sector procurement is increasing and the landscape will be transformed in a few years' time. Organisational structures will have to adapt and procurement personnel in all parts of the public sector will feel the impact.

The Public Sector Procurement - A New Era conference is designed to enable public sector personnel to embrace the changes and take advantage of the challenges ahead. The programme of expert presentations is designed to prepare delegates with the strategic information required to contribute to the new public sector procurement agenda.

  • Outsourcing

The Treasury have reacted swiftly to tackle the UK's unprecedented £156 billion deficit by agreeing £6.2 billon of cuts in this financial year's spending. The Chancellor has called for a 'fundamental reassessment' of how government works. There is an urgency for cost savings to be made and to ensure that the quality of frontline services to the public is not adversely affected. It is clear that reducing costs has become a major priority for the government and outsourcing is widely regarded as an efficient and effective way of achieving results.
Outsourcing may prove to be an important tool in reducing the budget deficit but it is also often a complex process that requires thorough assessment, astute management, flexibility between partners and excellent communication. This conference will look at the best practice examples, new technologies and efficiency initiatives that can help deliver benefits to your organisation.

  • Outsourcing

During the last 25 years outsourcing has become an increasingly important means of delivering public sector services. Following the general election, it is expected to be given a much greater boost, with a presumption that outsourcing will become the normal means to deliver public services. This will have a profound impact on the public sector, which will move more towards a commissioning and procurement management model.

All parts of the public sector will be affected. It is only a matter of time before whole organisations are outsourced and we find chief executives employed by outsourcing companies. It is only a small step from the increasing use of private sector secondments in Whitehall to formal outsourcing contracts to develop and manage critical policy areas. Industry is gearing up to take advantage of the opportunities and many new players are entering the market.
